中国−シンガポール天津生態城、15年以内に完成

中国・シンガポール両国政府による戦略的協力プロジェクト「中国−シンガポール天津生態城」は今年7月に定礎・着工、10〜15年以内に完成する計画という。このうち、初期施工区3平方キロメートルは3〜5年で完成する予定。新華社のウェブサイト「新華網」が伝えた。

「中国−シンガポール天津生態城」は、中国・シンガポール両国政府による、環境の改善と生態文明の建設を目指す戦略的協力プロジェクトで、蘇州工業園に続く両国協力の新スポットライトとなっている。

6日に公表された同生態城の全体計画によると、生態城の総面積は約30平方キロメートル、濱海新区核心エリアまでの距離は15キロメートル、天津中心部の市街区域までは45キロメートル、北京までは150キロメートル、唐山までは50キロメートル。生態城内の土地は3分の1が塩田、3分の1が水面、3分の1が荒れた河岸。土壌の塩類化度は高く、水質性水不足（水はあるが、水質汚染のために不足している）地区に属している。

同生態城開発建設の各関連業務は現在、大掛かりに展開されている。

Sino-Singapore Tianjin eco-city to be completed in 10 to 15 years

A 30-square kilometer eco-city project in the northern port city of Tianjin, which is jointly planned by China and Singapore, is expected to break ground in July and be completed in 10 to 15 years.

The three-square-kilometer start-up area will start to be developed in three to five years, according to a plan revealed on Tuesday.

This urban development project, second joint project by the two governments after the China-Suzhou Industrial Park in east China's Jiangsu Province, will not take place at the expense of the environment as buildings in the Sino-Singapore Tianjin eco-city will be energy efficient, according to the plan.

The eco-city is 40 kilometers from Tianjin city and 150 kilometers from Beijing.

One third of the land to be used is salt pan, one third is deserted beach and one third is water.

"To build the eco-city in a harsh natural environment shows the ecological essence of the project," said Lin Xuefeng, deputy head of the eco-city administration commission.

When completed, the eco-city is expected to be a model for other cities in China.

中国とシンガポール、共同で天津にエコ・シティー

国務院の温家宝総理とシンガポールの李顕竜（リー・シェンロン）首相は18日、シンガポールで会談し、両国政府が中国天津市に「エコ・シティー」を共同建設することで一致し、基本合意書に署名をした。両国は、江蘇省の蘇州工業パークに「エコ・シティー」を共同建設した経緯がある。

天津市の「エコ・シティー」は、4カ月余りの会談と実地調査を経て、浜海新区にある漢沽区と塘沽区間の敷地約30平方キロメートルが指定された。「経済・環境・社会の調和のとれたまち」を目指し、経済・住宅・文化・地域社会・環境管理がエコロジカルな新理念で運営される。シンガポールの先進的な都市計画の理念と技術が、天津市の状況に適応され、省エネで環境にやさしい住宅の建設と同時に、教育・科学技術の研究開発・文化・クリエイティブ等のサービスや、学校・病院・公園・文化施設・スポーツ施設・地域サービス等の公共施設の整備が進められる。

China, Singapore to build "eco-city" in Tianjin

China and Singapore will build an "eco-city" in Tianjin using a new joint venture between firms from both countries, with Singapore's Keppel Corporation playing a lead role, AFP reported. The project will use advanced energy-saving and environmental technologies in hopes of turning Tianjin into a model "green" city. Singapore government officials said the project's management, technology, and policy aspects will serve as a reference for other Chinese cities. The announcement was made during Prime Minister Wen Jiabao's five-day visit to Singapore, the first visit by a Chinese premier in eight years. Bilateral trade between China and Singapore totaled US$59 billion last year, up from US$44 billion in 2005.
