A ministerial decree has been issued on 22nd of January 2002 to establish “ Egyptian Petrochemicals Holding Company (ECHEM).”

Echem was established in 2002 mandated to develop the petrochemical industry in Egypt through implementing the petrochemicals master plan, facilitating investor access to resources & guidance , establishing a technological database & supporting the management of operating companies and existing plants.
Petrochemical industries started in Egypt during the early 1950’s in Suez by the production of ammonia from surplus fuel gas from refineries. In the early 1960’s, it continued in parallel with the development of a coking plant based on onshore Belayim crude oil to produce dodecyl benzene, the primary material for detergent production.

In the late 1960’s, it was planned to construct two petrochemical complexes: Aromatic Complex in Suez and Olefins Complex in Amerya near Alexandria. Intensive feasibility studies were developed in this respect and it was finally decided to build a plant in Amerya to produce 80,000 tpy of PVC by the end of the 1970’s and production started in the early 1980’s.

This was followed by the construction of two plants for producing 300,000 tpy of ethylene and 200,000 tpy of polyethylene (HDPE,LLDPE). The production of synthetic rubber primary materials is not yet started (SBR, PBR - styrene and butadiene which are the two types consumed in Egypt). These primary materials are imported to produce tyres and other rubber materials.

For synthetic fibers, polyester is imported to produce polyester fibers and yarns. The plastic material industry was developed based on imported end petrochemical products like polyethylene and polyvinyl chloride.

Imports started to be used as intermediate materials in the production of final products, for example the ethylene , which was imported till the year 2000 for the production of PVC, started to be produced at Sidi Kerir petrochemical Co. Linear Alkyl Benzene , used in detergents prod, started to be produced locally since 1980 with a capacity of 40.000 tpy.

Egyptian Petrochemicals Company (EPC) was established in 1981 as a public Sector Company totally owned by the petroleum sector for purposes of production, trading , selling, importing, and exporting of petrochemical materials

Egypt Plans $10-Billion Investment in Petchems

The government of Egypt has unveiled a $10-billion investment plan to develop the country's petrochemical sector into a world-scale industry by 2021. The plan is designed to fully exploit the potential of the country's 58.5-trillion cu ft of gas reserves, says oil minister Sameh Fahmy.

Petrochemicals industry activates Egyptian economy

Petrochemicals come on top of the strategic products upon which many complementary industries in various sectors depend.

Expanding the manufacturing of these products locally is essential to ensure stability in the Egyptian plants which suffer difficulties in getting petrochemical raw materials.

Petrochemical industries in Egypt have all potentials of success that contribute towards increasing economic revenue.

Within this framework, Minister of Petroleum Sameh Fahmy has worked out in cooperation with a world consultancy house a national plan for enhancing the petrochemical industry in Egypt over the coming 20 years, with the aim of making the optimum use of available local potentials of natural gas reserves, realizing self-sufficiency in petrochemical products and exporting the surplus to world markets.

The national plan for petrochemicals depends on making the optimum use of natural gas and using it in a number of industries that magnify the added value, Fahmy said.

The new plan provides for setting up 14 complex units for petrochemicals at total investments of $ 10 billion over 20 years.

Those complex units, which will include 24 projects, are to produce 15 million tons of petrochemical products annually at a value of $ 7 billion that will fulfill the local market needs and realise an Equal revenue of $ 3 billion besides offering around 100,000 new direct and indirect jobs, the Minister added.

Along with implementing this ambitious plan, the Egyptian Holding Company for Petrochemicals will be set up to supervise a developed petrochemical industry in Egypt.

The company will also establish and possess projects, invest in standing and new Egyptian companies as well as promote for investment in the field of petrochemical industry.

An agreement was reached with Minster of Finance Medhat Hassanein by virtue of which the National Investment Bank (NIB) will participate for the first time in setting up new companies, the first for producing propylene at a production capacity of 350,000 tons annually, the other for producing alkyl benzene at a capacity of 80,000 tons yearly, the Minister said.

Investments of the two companies hit $ two billion, he added, noting that negotiations are under way with a world company for establishing the first giant complex for petrochemicals industry in Egypt at investments of well over $ 1.5 billion.

Meanwhile, preparations are under way for holding the first world conference on petrochemicals industry in Egypt next January, according to Fahmy.

EGYPT'S FIRST CONFERENCE ON PETROCHEMICALS INDUSTRY

Minister of Petroleum Sameh Fahmy recently inaugurated the first conference on petrochemicals which reviewed a grand plan for the petrochemicals industry in Egypt and means to develop such a vital industry.


The Minister said that two projects will be established to produce the propylene and the Alkyl benzyne. The National Investment Bank (NIB) agreed to participate in the first project, especially that its production is in high demand by most of the world countries and that there are important exporting opportunities for the two projects.

The feasibility study is for an 80,000 metric ton per annum of Linear Alkyl Benzene and was executed at Fluor offices in Greenville, SC, USA. The complex is to be located in a tax free zone in Amerya, west of Alexandria Egypt.

The LAB complex is designed to produce 62,400 MTA of normal paraffins (N-P) and 27,246 MTA of benzene. The feedstock for N-P is comprised of 119,000 MTA of kerosene and 317,418 MTA of Jet A-1 fuel from the APC refinery at El-Mex. The feedstock for the benzene unit is 412,000 MTA of CCR  -   reformat from ANRPC refinery at ELMAX.

Fluor Awarded First Petrochemical Project Management Work in Egypt

Fluor Corporation (NYSE: FLR) announced today that it has been awarded a contract from Egyptian Linear Alkyl Benzene (E-LAB) to manage the development of a new facility, located in Alexandria, Egypt. The completed facility, owned by E-LAB, will produce linear alkyl benzene, which is principally used in detergents. The contract value was not disclosed and was booked in Fluor's first quarter.

"This initial services award gives Fluor valuable early involvement in the new 20-year petrochemical master plan for Egypt," said Henry Van Dyke, a president responsible for Chemicals within Fluor's Industrial group.

Fluor employees from its Haarlem, Netherlands, office, supported by experts from the Chemical Technology Center in Greenville, S.C., will work closely with Egyptian engineering and construction contractors.

Work on the project began in December 2003, and Fluor started work on the project in February 2004. The team expects to complete the project in 30 months.
