Dow Chemical and Sinopec/Tianjin Petrochemical Plan Joint Investment In Petrochemical Project in Tianjin

The Dow Chemical Company, China Petrochemical Corporation (Sinopec) and Tianjin Petrochemical Corporation (a subsidiary of Sinopec), today signed a Letter of Intent to jointly develop an integrated ethylene and down stream derivatives project in Tianjin, China. The signing ceremony took place at the Great Hall of the People in Beijing.
The first phase of the project will consist of an ethylene cracker along with a number of derivatives plants, such as polyethylene, polystyrene, polyurethane and epoxy. The pre-feasibility study report and project proposal are under development. The complex is expected to start up in the beginning of the 21st century.
Speaking at the signing ceremony, Dow's President and Chief Executive Officer, Mr. William S. Stavropoulos, said that the project is a clear demonstration of Dow's commitment to the China market and how the company intends to create value in Asia Pacific. "Dow has a long cooperative relationship with Sinopec and its subsidiaries," said Stavropoulos. "A partnership between Dow and Sinopec represents the coming together of two highly skilled and experienced petrochemical producers. Sinopec is the largest supplier of petrochemical products in China and is influential in China's petrochemical industry. Sinopec brings a thorough understanding of China and its markets, as well as its high quality human resources. Dow brings international experience, world-class technologies and established products desired by multi-national customers. I firmly believe this Partnership will be vibrant and strong because of the synergy between the two companies and that this project will be a significant contributor to the value growth of Dow in Asia Pacific."

Dow will Not Complete China Cracker this Decade

Dow Chemical says it will not complete its planned ethylene complex at Tianjin, China, before 2010. The company previously said it would complete the complex between 2008 and 2010. Dow cites the poor economic situation for the delay. The project will be based on an ethylene plant with a capacity of 600,000 m.t.-900,000 m.t./year.

The owners of the new plant will be US Dow Chemicals, the Chinese Sinopec and Tianjin Petrochemical Corporation (a subsidiary of Sinopec). Dow Chemical will own 50% of the plant and the Chinese companies the other half. Dow Chemical, based in Midland, Michigan, has sales of about $30 billion and claims to be the fifth largest chemical company in the world. It employs more than 50,000 people in 170 countries.

Sabic In Talks With Sinopec On Investing In Ethylene Proj


Sabic expressed an interest in taking a stake in
Sinopec's Tianjin ethylene project after Dow Chemical Co. (DOW) decided to withdraw.

China-based industry officials said the current planned size could be 800,000 to 1 million tons/year.

China-based industry officials said Sabic's other projects in China could involve expanding an ethylene cracker and building other petrochemical production units in northeastern China's Dalian city.

SABIC to restart talks with Sinopec on Tianjin cracker

SABIC is to restart talks with Sinopec on Tianjin refinery-cracker project, the move comes after Saudi King Abdullah's first official ! visit to China in Jan. 2006, according to the industrial sources.

The project was initially proposed as a jv of Sinopec and Dow Chemical in 1995. And after Dow Chemical pulled out, SABIC followed and joined in and started talks on this project in 2004, but was failed to materialize then.

Sinopec has got the final nod from the Chinese government in late 2005 for its 1 million-t/a ethylene cracker project in Dagang dist! rict, Tianjin City. Sinopec also planed to expand the existing refinery capacity to 12.5 million-t/a in Tianjin.

According to sources, the complex's main downstream units include 600 000 tonnes/y PE, 400 000 tonnes/y PP, 450 000 tonnes/y MEG and 500 000 tonnes/y SM.

If Sinopec and Sabic the talks go smoothly, it will be the second Sino-Saudi jv cracker in China, after the project of Saudi Aramco, Sinopec and ExxonMobil in Fujian Province.

In June 2004, Dalian Shide and SABIC planned to build a $5.03 billion petrochemical complex (50:50 jv ) in Dalian, Liaoning Province.   It includes a 1.3 million tonne-per-year (tpy) ethylene plant and an 10 million tpy oil refinery. Construction of this project was expected to start in 2005 and finished by 2010.

But after that Shide reduced the proposed ethylene capacity to 1 million tonne/y from the earlier planned 1.3 million tonne/y.
Both the feasibility study and environroment assessment reports had been sent to government in 2005, Shide is waiting for the approval for the project.

天津計画は最初は
ダウケミカルと中国側(Sinopec、天津市)の50/50 JV として計画されたもので、当初はエチレン80〜90万トン、LーLDPE、VCM、 PVC、SM、PO、 PG、エポキシ等を生産する計画であったが、ダウが経済性を理由に撤退した。

その後、天津市は石油化学センターの大型化を検討、外資企業の参加を求めた。Sinopecが原料確保を求めて
サウジアラムコ(国営石油会社)と合弁で石化センターを建設するとの報道もあった。

SABICも2004年4月にSinopecに対して本計画に関心ありとの意向を示したが、そのときは進展はなかった。本計画は昨年末にSinopec単独の計画として政府の承認を受けたが、本年1月のサウジのアブドゥッラー国王の最初の公式訪中を機に、SABICがSinopecとの交渉を再開することとなったもの。

天津石油化学の誘導品計画は公表されていないが、業界筋によると、PE 60万トン、PP 40万トン、MEG 45万トン、SM 50 万トン等。

Sabicの参加が決まると、2番目のサウジ/中国のエチレンJVとなる。昨年7月にSinopec、ExxonMobil と Saudi Aramco が福建省泉州で福建石化・石油精製計画の起工式を行い、現在建設中。ExxonMobil が25%、Saudi Aramcoが25%、中国側(Sinopec、福建省) が50%出資し、Sinopecと福建省の50/50合弁の福建煉油の既存の製油能力を400万トンから1,200万トンに拡張するとともに、エチレン80万トンのクラッカー、65万トンのPE、40万トンのPP、100万トンの芳香族プラントを建設するもの。

なお、2004年6月にSABICは大連実徳グループと50/50のJVで、大連市の旅順港に50億ドルをかけて、年産1千万トンの製油所と年産130万トンのエチレンコンプレックスをつくる計画をたてた。その後、エチレン能力を100万トンに落としたが、大連実徳はFSと環境アセスメントは2005年に提出している。

Construction of ethylene complex in China delayed by SABIC and Shide

While in conversation with a polymerupdate team member a source based in China this morning said, with the Chinese government postponing approval, a USD 5 billion joint venture ethylene cracker project in Dalian, Liaoning Province has been delayed by the Sabic and Dalian Shide Group.

The source added, the ethylene development planning in the 11th five year plan (2006-2010) of the Chinese Government has not listed the joint venture cracker...

SABIC says $5.2 bln China chemical project stalled

Saudi Basic Industries Corp (SABIC) said talks had stalled on a $5.2 billion petrochemical project in China's
Dalian area, although it was making progress on another venture with Sinopec Corp.

SABIC has been in talks for three years with private Chinese firm
Shide to build a complex -- including an oil refinery, and an ethylene plant in northeastern Dalian.

"On Dalian, there is no progress so far," Chief Executive Officer Mohamed al-Mady told Reuters by telephone on Tuesday.

"We are in talks with other Chinese partners apart from Dalian, including Sinopec, and there is positive progress in the talks with Sinopec," he said.

 サウジアラビアの王子でサウジ基礎産業公社(SABIC)の会長 Prince Saud bin Thunayan Al-Saud は25日、メディアの取材に応じ、遼寧省大連市に建設を予定している石油精製施設とエタノール製造工場への中国政府の承認が遅れていることに関して「他にも投資先はある」と強い不満を示した。26日付で中油網が伝えた。

 同王子は「中国政府が出来るだけ早くプロジェクトを承認することを希望する」「わが社の投資先は中国だけではない。他にもたくさん投資先がある」と述べた。一方で「中国市場には未来がある。中国への投資は大きなチャンスだ」とも語った。同王子によると、既に1年6カ月も待たされているという。

China cracker partnership

SABIC is in the final stages of negotiations for participation in a 1.3m tonne/year Dalian Shide cracker project in China, which is reportedly costing $5bn to develop.

A company source said the Dalian Shide project, at Shuangdao Bay Chemical Industry Park in Liaoning province, constituted a major part of SABIC's reported $5.3bn investment in China. SABIC is thought to be negotiating a 50:50 joint venture with Dalian Shide Group.

The source declined to elaborate on the possible downstream slate and start-up schedule of the project, saying it was premature to do so, although press reports suggest the unit will complete in 2010.

Saudi Basic is pursuing a project to produce petrochemicals in Dalian, northeast China, with Dalian Shide Group, a building-materials maker.

SABIC's venture with Dalian Shide would build plants within four years to make 1.3 million metric tons a year of ethylene and chemicals, Saudi Basic Chief Executive Mohamed al-Mady said in an interview in Dusseldorf, Germany in October 2004.

The 41.6 billion yuan ($5 billion) Shuangdao Bay petrochemical project to be located 43 kilometers from Dalian includes a 10.8 billion yuan crude oil refinery processing 8 million tons a year and units that turn ethylene into chemical products, the Dalian Foreign Trade and Economic Cooperation Bureau said on its Web site in October 2004. 大連市旅順口双島湾

A port capable of unloading vessels carrying 300,000 tons of oil may be built, along with storage tanks, to handle 15.58 million tons per year, the bureau had said at the time.

Ethylene is a chemical raw material used for making plastics. The U.S. is the world's biggest energy user.

Sinopec, SABIC in Talks to Build Petrochemical Plant in China

China Petroleum & Chemical Corp., Asia's biggest oil refiner, is in talks with Saudi Basic Industries Corp. to build a petrochemical plant that may cost more than $1 billion.

The two companies haven't decided on the location of the project in China, Huang Wensheng, a spokesman for China Petroleum, or Sinopec, said by telephone from Beijing today.
"We are still in the stage of discussion for a petrochemical venture,'' Huang said.
"We can't comment more on that.''

Chinese consumers' rising consumption of textiles, autoparts and cellular phones is increasing demand for plastics and petrochemicals. BP Plc, Royal Dutch Shell Plc and BASF AG have investments exceeding $5 billion in petrochemical plants in the country, the world's fastest-growing major economy and second-biggest energy user.

Saudi Basic, or SABIC as the biggest petrochemical producer in the Middle East is known, wants to make its entry into China, where the economy grew 10.2 percent in the first quarter. The company has chemical storage facilities in Shanghai and Shenzhen and plans to set up two more in China, the company said April 25.

"SABIC is still in serious negotiations with Sinopec,'' Abdulrahman Al-Ubaid, vice president of polyolefins unit at SABIC, said today from Shanghai. "The project is estimated to be worth several billions of U.S. dollars.''

SABIC to join hands with Sinopec over new China ethylene project

Saudi Basic Industries Corporation was likely to ink an agreement with China's state-owned oil and petrochemical major Sinopec to invest $ 1 billion in a new 1 million mt/year ethylene plant in North China's Tianjin, China's Ministry of Commerce said May 22. The proposal had yet to be finalized, an official from SABIC Shanghai said Friday.


Other new units to be built at the complex included a 2 million mt/year hydrocracker, a 2.6 million mt/year delayed coker, a 3.8 million mt/year gasoil hydrofining plant, a 800,000 mt/year jet fuel hydrofining plant, a 220,000 mt/year sulphur recovery plant, a
300,000 mt/year low-density polyethylene unit, and a 300,000 mt/year high-density polyethylene unit, amongst others.

Separately, Prince Saud bin Abdullah bin Thenayan Al-Saud, Chairman of SABIC opened
two new offices for SABIC in Beijing and Shenzhen in China, according to a news release on the company's website on May 23.

SABIC and SINOPEC Corp sign heads of agreement towards formation of 50:50 joint venture to establish one million metric tons per year ethylene derivatives complex in Tianjin

China Petroleum and Chemical Corporation (Sinopec Corp.) and Saudi Basic Industries Corporation (SABIC) today signed a Heads of Agreement (HOA) toward forming a joint venture company.

This 50:50 equal share joint venture company will invest in a 1 million metric ton per year of ethylene derivatives complex (600,000 metric tons of polyethylene and 400,000 metric tons of Ethylene Glycol) to be set up in Tianjin that will receive all its ethylene feedstock from an ethylene cracker owned by Tianjin Petrochemical Company, a branch of Sinopec Corp. The total investment will be around US$1.7 billion, with the complex scheduled to be completed by September 2009.

The Heads of Agreement was signed at a ceremony in Beijing today by SABIC Chairman, Prince Saud bin Abdullah bin Thenayan Al-Saud, and Sinopec Corp. Chairman, Su Shulin.

Prince Saud noted: The new joint venture with Sinopec Corp. will further strengthen the links between our two companies. This will be SABICs first joint venture in China and we hope this will lead to more joint ventures and a strong relationship with Sinopec in the important China market.

SABIC already has a strong relationship with Sinopec Corp. and Chinese engineers from Sinopec Corp. are currently helping to construct a world-scale polyolefins complex for SABIC affiliate Yanbu National Petrochemicals Company in Yanbu, Saudi Arabia.

China is an important market for SABICs global strategy. This Heads of Agreement is a key milestone towards realizing SABICs goal of establishing a manufacturing centre in Asia. This facility in Tianjin will serve customers in the worlds fastest growing market, and is an important component in SABICs corporate strategy of being among the worlds top petrochemical companies by 2020,said Mohamed Al-Mady, SABIC Vice Chairman and CEO.

Chinese Government Approves SABIC's Joint Project with Sinopec

Saudi Basic Industries Corporation (SABIC) announced today that it has received an official approval from the Chinese National Development and Reform Commission (NDRC) to participate jointly with China Petroleum & Chemical Corporation (Sinopec) in the Tianjin petrochemical complex currently under construction in Tianjin, China.

This approval follows a strategic cooperation agreement signed by both parties on June 21, 2008 in Jeddah, Saudi Arabia. The agreement stated that both parties would enter into a 50/50 joint venture at Tianjin and would study the feasibility of adding a new product (polycarbonates) that uses raw materials produced at the complex that are based on SABIC technology. 

The complex is expected to be completed in September 2009 with investments around $3 billion. The complex's overall production capacity is rated at approximately 3.2 million tons of various petrochemical products, including one million tons of ethylene and other downstream products such as Polyethylenes, Ethylene Glycol, Polypropylene (PP), Butadiene, Phenol, & Butene-1.

China is the world's largest petrochemical market based on  high growth rates realized by the Chinese economy. Participation in the Tianjin complex will expand SABIC's presence in Asia and ensure SABIC's closeness to its customers through local availability of its products and services that strengthen SABIC's strategic goal of being the world's preferred supplier of chemicals.

SINOPEC Tianjin Company is comprised of 15 oil refining units, 15 chemical production units, and 9 chemical fiber units. The processing capacity of crude oil is 5,500 KTA, production capacity is as follows:
ethylene 200 KTA, PX 380 KTA, PTA 344 KTA, polyester 200 KTA, polyester staple fiber 100 KTA, polyester filament fiber 90 KTA.
The storage power for crude oil can reach 460,000 m3. The utility system equipped for main production unit involves power plant with installed capacity of 200,000kw and water supply with the capacity of 170,000t/d.
