Privatization makes headway in NPC

In pursuance of its declared policy of privatizing existing petrochemical plants, which started in 1991, NPC sold the ownership of one more of its production plants. Esfahan Petrochemical Complex (EPC) was listed in Tehran Stock Exchange on February 14, 2000. Established in 1989, EPC was commissioned in 1992 as part of NPC's first 5-year development plan (1989-94). Using platformate and hydrogen as its feedstock, the complex produces over 193 thousand tons of aromatics (orthoxylene, paraxylene, toluene and benzene).

Previously,
Abadan Petrochemical Company, Farabi Petrochemical Company, Iran Carbon Company and Pazargad Chemical Company were privatized at the outset of NPC's privatization program back in early 90's. NPC is no longer involved in operation or management of these companies. In late 1999, two other companies, Arak & Kharge Petrochemical Companies were listed at Tehran Stock Exchange. Another company active on the privatization front is the Petrochemical Industries Investment Company (PIIC) which is owned 24% by NPC with the remaining shares held by the private sector. PIIC has set up some new ventures and has acquired several downstream plants which it operates on its own.


Petrochemical Special Economic Zone Projects  

Lying on the northern coast of the Persian Gulf , the Petrochemical Special Economic Zone is Iran's first specialized zone established for the development of the country's petrochemical industry.The zone expands over an area of 1700 hectares in the southern town of Mahshahr in the oil-and-gas rich province of Khuzestan . It is planned to expand the zone to cover an area of 2300 hectares.Being home to several petrochemical facilities, namely Bandar Imam, Razi and Farabi, Mahshahr is already the hub of Iran's petrochemical industry. In the meantime, 8 great petrochemical and one centralized utility facilities are being built in the zone. The petrochemical projects include olefins, aromatics, methanol , PTA/PET, engineering polymers and acetic acid.Petrochemical Special Economic Zone is located in the vicinity of Bandar Imam's port facilities . The port has 37 docks with an annual loading and unloading capacity of 16 million tons of cargo.Currently, the zone's liquid products jetty, which has an annual capacity of 1.5 million tons , is under construction for exporting liquid petrochemicals.The petrochemical Special Economic Zone Organization was established in 1997 based on an authorization by Iran's High Council of Free Industrial/Trade Zone to manage and develop industrial and economic activities including petrochemical sector in the area . As a subsidiary of NPC, the Petrochemical Special Economic Zone Organization welcomes local and foreign investors to invest in this economically important area .

Pars Special Economic/Energy Zone   

(Assaluyeh,where the large South Pars gas field and several world-scale petrochemical projects are being developed, is located on the northern coast of the Persian Gulf. South Pars gas field, jointly owned by Iran and Qatar, is the world's largest independent gas field. )

Pars Special Economic/Energy Zone was established in 1998 under the supervision of the National Iranian Oil Company based on an authorization accorded by the High Council of Free Zones.

Lying on the coast of the Persian Gulf , the Zone has access to the rich hydrocarbon resources in the region providing suitable conditions for foreign investment. It is the hub of development activities underway at South Pars gas field. With its reserves estimated at 350 trillion cubic feet, the field is the word's largest gas field.

Jointly owned by Iran and Qatar, South Pars gas field has so far attracted over $4bn of investment.

Phases 1, 2and 3 of the development of the field are underway. It will be further developed by constructing phases 4-10. Several major petrochemical investment initiatives are planned in the zone.

Contract for Bandar Imam Petchem's 3rd NF plant enters into force

The contract for the construction of a third natural gas fractionation (NF) unit for the NPC subsidiary Bandar Imam Petrochemical Company (BIPC) has become effective. BIPC has two existing 120,000 bbl/day units. The plant will yield 418,000 tonne/year of ethane, 812,000 tonne/year of propane, 684,000 tonne/year of butane, 674,000 tonne/year of C5+, and 31,000 tonne/year of fuel gas. Another NPC subsidiary, PIDMCO, will implement the project. The contract has been awarded to Iranian contractor Namvaran.

The Bandar Imam petrochemical complex, owned by National Petrochemical Co. (NPC), has an LPG plant with a capacity of 1.9m t/y mostly used to produce petrochemicals, which went on stream partly in 1990 and partly in 1995.

The third natural gas fractionation (NF3) unit at Bandar Imam was bid for last month by four groups. The latest group is the local Namvaran Consultants Engineers with Spain's Tecnicas Reunidas. The three other groups are: the local Energy Industries Engineering & Design (EIED), with Germany's Uhde; the local Petrochemical Industries Design & Engineering Company (Pidec), with Japan's Toyo Engineering Corp.; and Sazeh Consult, with Germany's Linde. As a result of NPC's decision in early 2005, all the foreign contractors are acting as subcontractors in the consortia.
The plant will produce LPG, using 100,000 b/d of feedstock supplied by other plants in the Bandar Imam area. The LPG will be mainly for export. Although it is not a petrochemical project, NPC is carrying it out because it requires similar technology processes.
