三井物産と三菱商事など日本４社はサウジアラビアでメタノール製造事業に参加する。
新設の合弁会社は「インターナショナル・メタノール・カンパニー」（ＩＭＣ、ジュベール市）。資本金は８８００万ドルで、出資比率は現地の化学品メーカー「サウジ・インターナショナル・ペトロケミカル」（ＳＩＰＣ、アルコバル市）が６５％、物産が約２０％、商事とダイセル化学工業、飯野海運がそれぞれ約５％。ＩＭＣは今夏をメドに製造プラントの建設に着手する。ＳＩＰＣが工場運営、日本側は主に製品の輸出、販売を担当する。サウジでは３番目のメタノール製造会社となる。

Saudi Sipchem starts butanediol commercial sales from Al-Jubail
Saudi International Petrochemical Co (Sipchem) has started commercial sales of butanediol from its 75,000 mt/yr plant in al-Jubail, Saudi Arabia, the company said in a press release Monday. The plant is being operated by Gulf Advanced Chemical Co Ltd (GACIC), a majority-owned subsidiary of Sipchem. Sipchem said the plant was the first butanediol facility in the Middle East.
GACIC started producing butanediol in October, using Sipchem's maleic anhydride output, and methanol from Sipchem affiliate International Methanol Co, which has a 1-mil mt/yr plant in Al-Jubail. Sipchem produces maleic anhydride from butane which it buys from Saudi Aramco.

A new joint stock petrochemical company was launched in Saudi Arabia on July 5. Incorporated in Riyadh, the Saudi International Petrochemical Company (SIPC) will have a projected capital of three billion Saudi riyals (800 million U.S. dollars). The company currently has a paid-up capital of 500 million riyals (133.3 million dollars), with 35 percent of the investment coming from the Gulf Cooperation Council (GCC) states and the rest from Saudi Arabia. The company will build a plant in the Jubail Industrial City on the Arabian Gulf, which is to become operational by the end of 2003. SIPC has signed a contract with Fluor-Daniel, Inc. of the United States for overall management of the complex, which will include a methanol plant producing maleic anhydride, butanediol and acetic acid in addition to a vinyl acetate monomer plant.Meanwhile, the company and its partners in the Gulf Company for Advanced Chemical Industries signed an agreement on July 10 to set up a joint venture with the U.S. firm Huntsman Corporation in Utah, which is North America’s largest privately-held chemical company, and the London-based Norwegian company Kvaerner Process Technology Limited to produce 50,000 tons of butanediol and 7,000 tons of maleic anhydride per year.

Huntsman has joined with Saudi International Petrochemical Company (SIPC) and the other shareholders in Gulf Advanced Chemical Industries Company (GACIC), along with Kvaerner Process Technology Limited of London to construct a plant in Jubail, Saudi Arabia. The new facility will have the capacity to produce up to 70,000 metric tons of Maleic Anhydride (MA) and 50,000 metric tons of Butanediol (BDO). Engineering has already begun and the shareholders expect the plant to start up in the first quarter of 2003.

Saudi International Petrochemical Co and Eastman Chemical Co announced Monday that the companies signed an interim agreement for Eastman to license its proprietary acetyl co-production technology to Sipchem.Cumulative acetic acid and acetic anhydride capacity will be approximately 460,000 mt/yr, and the majority of acetic acid will be used for VAM production, the companies said.

Foster Wheeler Awarded Project Management Services Contract to Develop New Acetyls Complex in Saudi Arabia

The terms of the award were not disclosed. The project will be included in third-quarter bookings.
The complex will produce 460,000 tpa of acetic acid and 300,000 tpa of vinyl acetate monomer. Phase I of the complex, comprising methanol and butanediol plants, is currently under construction.

石油危機 サウジ相手 粘りの商談 千載一遇の契約、独断署名
1973年10月、第4次中東戦争をきっかけに第一次石油危機が起きた。日本をはじめ先進国の原油調達は不安定化した。伊藤忠にとって力を増した中東など産油国の国営石油会社との関係強化が喫緊の課題となった。
私は72年4月、ニューヨークから9年ぶりに帰国、東京本社の総合開発部で大型のプロジェクト案件を手掛けるようになっていた。74年夏、面識のあるベイルートのある実業家の自宅に招かれ、彼から中東産油国に幅広い人脈を持つW・R・グレース社の幹部を紹介してもらった。
グレース社はサウジアラビアの工業化につながるブロジェクトを構想しており、サウジの天然ガスを原料にアンモニア・尿素をつくる事業への参加を提案してきた。伊藤忠はサウジの天然ガスを液化天然ガス(LNG)にして日本に輸入する構想を持っており、コンソーシアムを組んで、サウジの石油鉱物資源公団、ぺトロミンとの交渉に臨むこととなった。
74年10月。この年、就任した戸崎誠喜社長に呼ばれ「室伏君、ぺトロミンとの関係をしっかり頼むよ」と激励され、身の引き締まる思いでサウジに向かった。訪れたサウジ東部ダハランのぺトロミンの仮事務所は砂漠のなかのテントだった。タヘール総裁には世界中の石油会社が面会を求め列をなしていた。初めて会ったタヘール総裁は丁寧に話を聞く誠実な人だった。伊藤忠で総裁に会ったのは私が初めてで「窓が開いた」という期待感を持った。
だが、話は簡単ではなかった。我々の年間600万トンのLNGプロジェクトの提案について「提案は評価するが、LNGは困難だ」と明確に否定された。サウジは天然ガスをそのまま輸出するのではなく、自国内で付加価値をつけて輸出する方針をすでに打ち出していたからだ。その後、2回、ダヘール総裁と面会、LNGを提案したが、答えは「ノー」。それでも粘る私に「おまえもしつこいな」と苦笑いされた。
75年6月の面談でLNGではなく、化学用メタノールの生産に変えるならFS(事業化調査)契約を結ぼうという最終提案を総裁から直接受けた。条件は「1時間以内の回答」。東京の上司の許可を得ようにも当時のサウジは国際電話を申し込んでからかかるまで半日から1日もかかる。私は「こんなチャンスは二度とない」と独断で署名に応じた。まさに清水の舞台から飛び降りる心境だった。
そして帰国後、三菱瓦斯化学にお願いし、コンソーシアムに加わってもらった。その後のサウジ側との継続的な交渉の結果、外資の事業主体は三菱瓦斯化学を中心とする日本側一本となった。
サウジ側の主体は新たに設立されたサウジ基礎産業公社(SABIC)となり、79年11月に日本・サウジが50%ずつを出資、年産60万トンの化学用メタノールをアル・ジュベィルで生産するプロジェクトの調印にこぎ着けた。三菱瓦斯化学は長野和吉副社長(後に社長)の陣頭指揮の下、見事なチームワークだった。三菱重工業がプラント建設を担当した。
事業主体の日本・サウジメタノールはすでに設立30年を超え、増強を重ねて年産500万トンの世界最大のメタノールプラントに成長したのをみるにつけ、中東での苦労が報われた思いがする。

サウジアラビア政府直系のサウジ基礎産業公社（ＳＡＢＩＣ）のモハマド・アルマディ最高経営責任者（ＣＥＯ）は１５日、日本経済新聞記者と会見し、三菱ガス化学や伊藤忠商事などの企業連合との石油化学合弁会社であるサウジメタノールについて、年産１７０万トンのメタノールプラントの新設を決めたことを明らかにした。

The project is expected to go on-stream in 1Q 2008 with a methanol production capacity of 1.7 million MTY.
SABIC Vice Chairman and CEO, Mohamed Al-Mady said, “The ‘AR-RAZI 5’ project is a worldwide mega project in terms of its large capacity and use of world-class technology. A single production line will achieve high production capacity using oxygen as a burning medium, which in turn significantly cuts down the overall project costs of construction and subsequent operation.
“This project will strengthen SABIC’s competitive capability in the global methanol market.”
SABIC is currently the world’s second largest producer of methanol. The project will also strengthen AR-RAZI’s position as the largest single complex for the production of methanol worldwide. The existing capacity is 3 million MTY. This will be expanded to 5 million MTY following completion of the project.
AR-RAZI, established in 1979, is 50:50 owned by SABIC and a Japanese consortium led by Mitsubishi. AR-RAZI started its initial production in 1983, leading to the first shipment of methanol from the Kingdom of Saudi Arabia.

Saudi's Tasnee to form jvs for methanol and derivatives
Saudi Arabia's National Petrochemical Industrialisation Co
(Tasnee Petrochemicals) plans to pursue its methanol, acetic acid
and vinyl acetate monomer (VAM) projects as joint ventures with
local or foreign companies, according to a company source.
It was earlier reported that the privately-owned Saudi company
planned to build an integrated complex for producing 1.8m tonne/year of
methanol and 700 000 tonne/year of combined acetic acid and VAM in Al-Jubail, Saudi Arabia. Methane
feedstock has been secured.
The source said Tasnee might be partnering different companies
for each planned unit. Tasnee has yet to appoint the licensors
for the three units.
The source said surplus methanol would at first be sold, with the
possibility of another derivative unit being built at later
stage.
Tasnee is also planning to build a cracker in Al-Jubail, fed by
ethane and propane, which would produce 1m tonne/year of ethyene
and 200 000 tonne/year of propylene. The propylene could be used to expand Saudi Polyolefins Co's (SPC's) 450 000 tonne/year polypropylene
(PP) plant, which is due onstream this quarter. SPC is a Tasnee
subsidiary.

Ltd plans
to start up its new 1-mil mt/yr methanol plant at Al-Jubail by the end
of November, a source close to the company said Friday. The
start-up would be two months ahead of schedule.
IMC planned to have the first commercial shipments ready in early
December, the source added. IMC is a joint venture between the Saudi
International Petrochemical Co and Japan-Arabia Methanol Co. JAMC is 55% owned by the
Japanese trading house Mitsui & Co, with the remainder held
by Mitsubishi Corp (15%), Daicel Chemical Industries Ltd (15%),
and shipping company Iino Kaiun Kaisha ltd (15%).
Mitsui plans
to take off around 80% of the output from the plant, and targets to sell most
of it to contract customers in Asia.
