タイのROC、エチレン装置の増強を完了
   デボトルで年産80万トン能力に拡大

タイの最後発エチレンセンターであるROC(ラヨン・オレフィンズ)は、このほどマプタプート地区で既存のエチレンプラントの定修と手直し増強工事を完了し、稼動を再開した。稼動状況は順調という。
これによって、ROCのエチレン生産能力は従来の年産60万トンから同80万トンに拡大した。この結果、タイのエチレン生産能力はNPC(ナショナル・ペトロケミカル)の同40万トン、TOC(タイ・オレフィンズ)の同38万トン、TPIの同35万トンを合わせて同193万トンとなった。

SCC targets petrochemical sector

Siam Cement Plc, the country's largest industrial conglomerate, said yesterday that it was investing up to US$1.5 billion to build up its assets in the petrochemical sector. The company announced a $1.1-billion investment in a joint venture with US-based Dow Chemical to build a new naphtha cracker in Rayong. The plant is expected to have a production capacity of 1.7 million tonnes of olefins, consisting of 900,000 tonnes of ethylene and 800,000 tonnes of propylene.

The construction by the new joint venture,
67% held by SCC, is expected to begin in early 2006. SCC executives said the new investment would help reduce its feedstock costs and stabilise supplies.

He added that another $400 million would be invested in the development of a downstream facility utilising olefins output with a production capacity of about
700,000 tons per year. This too would likely start operations in 2010.

Thai Siam Cement, Dow Chem to bring naphtha cracker on line 2010

Thailand's Siam Cement Group (SCC) and Dow Chemical have inked a Letter of Intent for a naphtha cracker in Map Ta Phut, Thailand, slated to begin commercial operation in 2010, SCC said in a statement. The cracker would use olefins conversion technology, which is able to generate about 75% more propylene than conventional naphtha crackers. The plant would have the capacity to produce
900,000 mt/yr of ethylene and 800,000 mt/yr of propylene.
SCC would hold a
67% stake in the $1.1-bil cracker, and invest a further $400-mil in polyethylene and polypropylene plants which would draw monomer feeds from the cracker. The derivative plants would comprise a 300,000 mt/yr HDPE plant and a 400,000 mt/yr PP plant. They are also scheduled for completion in 2010, and would specialize in non-commodity grades, SCC said.

Dow Advances Strategy in Asia Pacific
Asset Light Investment to Spur Performance Business Growth

The Dow Chemical Company (Dow) announced today that it plans to move ahead with a joint venture liquids cracker in Thailand; an asset light project in a key emerging geography that will provide propylene and other building blocks to help drive the growth of the Company's Performance businesses across Asia Pacific. The new facility will be developed jointly with The Siam Cement Public Company Limited (SCC).

A number of down-stream facilities will be developed by Dow in conjunction with the new development. Among those under consideration are a hydrogen peroxide to propylene oxide (HPPO) plant - technology developed by the Company in collaboration with BASF - and a range of PO derivatives. PO is used to produce propylene glycol, polyurethanes and glycol ethers.  The new cracker will also allow for the expansion of the existing higher alpha olefins polyethylene joint venture facility, which would produce specialty polyolefin products using Dow's state-of-the-art process and catalyst technology.

The cracker, which is expected to commence operations in 2010, builds on Dow's long-standing successful business relationship with SCC and is the latest in a series of joint venture projects between one of the world's largest chemical companies and Thailand's leading manufacturing company. The two companies signed their first joint venture agreement in 1987, and have since formed a total of five joint venture companies, producing polyols, synthetic latex, polystyrene, styrene monomer and polyethylene at the Map Ta Phut site. The SCC-Dow Group of companies has also invested in the ethylene cracker operated by Siam Cement at the site.

The joint ventures planned for Asia are typical of Dow's
"asset-light" approach, which works by offering a combination of intellectual property and money in exchange for a share in a world-scale production facility.

SCG−ダウ、タイにPO年産39万トンの大型工場起工
 
 ダウ・ケミカル日本は10日、ダウとタイ・サイアムセメントグループ(SCG)の合弁会社である「SCG−ダウ」グループがタイで酸化プロピレン(PO)工場の建設に着手したと発表した。
 
 工場は同国マプタプット近郊にあるアジア工業団地内に建設する。ダウとBASFが共同開発した“次世代型”の
過酸化水素法PO製造プロセスを採用。生産能力は年産39万トンと世界規模。同時にプロピレングリコールも生産する。稼動開始は2011年の予定。
 
 過酸化水素(HP)は、ダウとソルベイ(ベルギー)が設立する合弁会社が、隣接地に新工場を建設する。ソルベイが特許を持つ高収率テクノロジーにより、濃度100%のHPを年産33万トン超製造可能な世界最大規模の工場とする計画。
ソルベイはタイの子会社、パロキシタイ社(Peroxythai Ltd)にも過酸化水素を供給する。
 
 PO工場向けのプロピレンは、マプタプットにあるSCGとダウの合弁エチレン工場(2010年稼動開始予定)から供給す
る。

SCG-Dow Group Breaks Ground on Propylene Oxide Plant in Thailand

The Dow Chemical Company (Dow) announced that the SCG-Dow Group, a joint venture between Dow and The Siam Cement Group (SCG), has broken ground on a propylene oxide (PO) facility in Thailand. The world-scale plant, located within the Asia Industrial Estates (AIE) site near Map Ta Phut, will have a name plate capacity of 390 kilotons per annum (KTA) of PO via the innovative hydrogen peroxide to propylene oxide (HPPO) technology jointly developed by Dow and BASF. The PO plant, which will also include propylene glycol (PG) manufacturing, is expected to come online in 2011.

In July 2007, Dow and Solvay S.A. (Solvay) announced the formation of a joint venture to build a new hydrogen peroxide (HP) plant, which will serve as a raw material source for the new PO plant. Located within the AIE site, the new HP plant will be the largest in the world with a name plate capacity of more than 330 kilotons per annum (KTA) of HP at 100 percent concentration, according to the company.

The HP will be produced using Solvay's proprietary, high-yield HP technology and supply both the PO plant and Solvay's regional subsidiary, Peroxythai Ltd., which will use the additional product to meet growing customer demand. Feedstock for the PO plant will come from the SCG-Dow joint-venture liquids cracker at Map Ta Phut, scheduled for completion in 2010.

PeroxyThai

Established in 1989, PeroxyThai is a leading producer and supplier of peroxygen chemicals with manufacturing facilities at Rayong and a head office in Bangkok. The company produces hydrogen peroxide for use mainly in the pulp and paper industry with export sales of 40 percent and in-country sales of 60 percent, producing more than 20,000 tons/year.

PeroxyThai is a division of Solvay Group, a global chemical and pharmaceutical company with headquarters in Brussels.

Siam Cement to Sell $1.1 Billion Stake in PTT Chemical to Fund Expansion

Siam Cement Pcl said it will sell a 15.6 percent stake in PTT Chemical Pcl for 33 billion baht ($1.1 billion) as Thailands third-biggest publicly traded company by market value seeks funds for domestic and overseas expansion.

Siam Cement will sell 236 million shares of PTT Chemical at 140 baht, booking a gain of about 8.8 billion baht in the fourth quarter, the company said in a regulatory filing today. That was 9 percent less than PTT Chemicals closing price yesterday.

Siam Cement, controlled by King Bhumibol Adulyadejs asset management arm, has built new plants and bought rivals in countries including Vietnam, Cambodia and Malaysia to bolster growth. Demand for Siam Cements petrochemicals, paper and cement has increased as economic growth in China and the rest of Asia spurs sales of cars, electrical appliances and other consumer products.

The proceeds will provide Siam Cement financial resources to accelerate its expansion and acquisition in the region,Rattana Leenutaphong, an analyst at IV Global Securities Pcl in Bangkok, said by phone today. Siam Cement selling PTT Chemical stock at a discount is acceptablegiven the large number of shares, said Rattana. She has a buyrecommendation on Siam Cement.

Siam Cements shares fell 1.4 percent to 342 baht as of 12:24 p.m. in Bangkok. PTT Chemicals stock dropped as much as 6.2 percent, the biggest intraday drop since Sept. 2, and traded at 146.5 baht.

Domestic Sale

The divestment is the biggest domestic sale since Siam Commercial Bank Pcl sold a $1.45 billion stake in Singburi Sugar Ltd. in March 2002, according to data compiled by Bloomberg. Earlier this year, Thanachart Bank Pcl agreed to pay about 1 billion baht for the Bank of Thailands 48 percent share in Siam City Bank Pcl.

Siam Cement will hold 67 million shares, or 4.42 percent stake, of PTT Chemical after the sale, according to the filing. Siam Cement also has its own petrochemical plant, competing with PTT Chemical.

This sale will enhance SCCs ability to pursue both regional and domestic business expansion in its core businesses,President Kan Trakulhoon said in a statement to the stock exchange today. The board approved the stake sale because Siam Cement is a minority shareholder in PTT Chemical and isnt involved in its management, Kan said.

Siam Cement first invested in National Petrochemical Pcl in 1984 and Thai Olefins Pcl in 1989, according to the statement. The companies then combined in 2005 to become PTT Chemical, the nations biggest petrochemical company by market value.

Dow Announces Plans for New Propylene Glycol Plant in Thailand

The Dow Chemical Company announced today that it plans to build a
propylene glycol (PG) plant in Map Ta Phut, Thailand, with a production capacity of up to 150 KTA. The new PG facility will utilize propylene oxide (PO) derived from the new, sustainable hydrogen peroxide to propylene oxide (HPPO) technology, developed jointly by Dow and BASF SE. The HPPO plant is being constructed as part of the integrated joint venture liquids cracker and derivatives project in Thailand with Siam Cement Group (SCG).

The Thailand PG facility will use a safe, efficient and more environmentally friendly process and will have the capability to provide the same high quality glycol products that are produced in other Dow PG manufacturing facilities around the globe. This investment will greatly enhance support to Dow
s customers in the Asia Pacific region for a variety of product applications including pharmaceuticals, food, personal care and more.

In addition, the advanced energy reduction and throughput optimization technology that was implemented at Dow
s Stade, Germany PG site in September 2010 will also be implemented at the new Thailand PG facility. The advanced technology is an example of the Companys commitment to delivering innovative technologies that address the worlds evolving needs by reducing energy consumption and environmental impact, while increasing throughput.

タイ・SCG チャンドラ・アスリの株式30%を買収

タイのサイアムセメントグループ(SCG)はこのほど、インドネシアの石化大手チャンドラ・アスリ・ペトロケミカルの30%の株式を買収、同社の経営に参画する。買収金額は約135億バーツ(約338億円)。SCGの経営参画により、チャンドラにおける懸案のナフサクラッカー新設および各種ダウンストリーム案件が急ピッチで前進することは必至だ。

SCG Chemicals is buying 23 percent of CAP shares from Apleton Investments Ltd, a subsidiary of Singapore investment group Temasek Holdings (Pte) Ltd, and another 7 percent from PT Barito Pacific Tbk (Barito).

また、インドネシアでは、クロルアルカリメーカーのサルフィンド・アディウサハが売却に向けて調整を進めているが、買収に名乗りをあげていた韓国のハンファケミカルは売却金額7億ドルとみられる条件が折り合わず、事実上手を引いたもよう。

これにより、SCGが事実上、同社を買収する最も有力な候補となった。チャンドラへの経営参画により、アップストリームの原料を確保して、サルフィンド買収により主原料エチレンから塩化ビニル樹脂(PVC)の一貫体制を整える戦略が現実味を帯びてきた。SCGがインドネシアに本格進出を決めたことで、SCGを軸に同国の石化産業が新時代を迎えようとしている。

インドネシア 化学業界再編

インドネシア化学業界の再編が相次ぎそうだ。石化大手チャンドラ・アスリ・ペトロケミカルに一部出資するシンガポール政府系投資会社テマセク・ホールディングスが持分売却を検討、同持分買収にタイ石化大手2社が名乗りを挙げているほか、クロールアルカリ大手サルフィンド・アディウサハが全株売却を表明し10グループが買収に名乗りを挙げている。

一時はPT Sulfindo Adiusaha :電解、Satomo Indovil Monomer :VCM(住商参加)、Satomo Indovil Polymer :PVC(東ソー、住商参加)に分割されていたが、日本側は撤退を決め、インドネシアのローカル銀行のPT. Pan Indonesia Bank Tbk.が全てを買収し、2004年10月に生産を再開した。

PT Gajah Tunggal Tbk said that the company is planning to sell 26.25% stake in PT Polychem Indonesia, Inc. in 2012.

Our Polyester Division was established in 1978, followed by the Chemical Division in 1989. The Polyester production started in 1980 and in 1993, the Nylon and Ethylene Glycol plants were started-up. In 1998 the SBR plant was put on stream, followed by Ethoxylate in 1999.

In the same year 1999 we also expanded and constructed the biggest single-plot Polyester plant in Indonesia with a capacity of 300 ton per day, and also started our second Nylon plant.

Polychem Indonesia has two business divisions; chemicals and polyester, which manufacture products for textile industry (ethylene glycol, polyester filament and polyester staple fiber). The company polyester facilities are located in Tangerang and Karawang, while its three chemical plants are located adjacent to each other and share common facilities in Merak, 130 kilometers west of Jakarta.

アジア通貨危機後の「失われた10年」を経て黄金期に突入しつつある現在のインドネシアの化学業界の再編は、高い利ざやを狙う売り手側と、拡大するインドネシア市場を取り込みたい買い手側という構図で、これまでの再編とは様相が大きく異なる。
